Notice of Open Solicitation for Generation Suppliers of Energy,
Renewable Energy Credits
and Capacity Deliverable to the State of New York
The Poseidon Transmission Project


 

Poseidon Transmission 1, LLC (the “Company”), seeks generation suppliers wishing to offer energy, renewable energy credits, and/or capacity to the New York Power Authority (“NYPA”) via the Poseidon Transmission Project, a 79 mile high voltage, direct current transmission link between PJM and Zone K in the NYISO. Through this Open Solicitation, the Company seeks suppliers capable of collaboration with the Poseidon Transmission Project to furnish products derived from new or existing renewable generating facilities including energy, renewable energy credits (“RECs”), and/or capacity. The Company seeks to work with one (or more) generation suppliers, in a legal and contracting structure to be negotiated, to submit at least one joint response to a request for proposals (“RFP”) recently issued by NYPA, with NYPA reference number Q17-6164MH. Responses to the NYPA RFP are due on September 1, 2017. Given the NYPA deadline, this open solicitation provides an expedited response time: responses are required to be received by the Company before July 28, 2017 at 5:00pm. The address is listed below.

Project Specifications

The Poseidon Transmission Project (the “Project”) will consist of a +/-200kV, 500 MW high-voltage direct current, buried transmission line originating from the PJM 500 kV Deans substation in South Brunswick, NJ and terminating in Long Island at LIPA’s 138 kV Ruland Road substation in Melville, NY. The Poseidon line will be buried along its entire 79 mile route, underground in New Jersey, underwater in the Raritan Bay, outer New York Harbor and Atlantic Ocean, and again underground in Long Island. Approximately 21 miles lie within New Jersey, 17 miles within New York, and the balance in the just-mentioned bodies of water. The project will follow municipal, county, and state roads in New Jersey and New York. Poseidon is also proposing a separate 500 MW line, to be made available at NYPA’s option, that will also originate at the Deans substation and follow the identical route in New Jersey and underwater until it reaches a point south of New York Harbor, where it will turn north and make landfall in New York City. Each version of the Project will be submitted by the Company into the NYPA RFP; however only one can be built. The NYPA RFP is available for review at www.nypa.gov/procurement by following the registration instructions on the NYPA website.

Open Solicitation Process

The Company wishes to prepare and submit RFP responses that include the required generation supply sought by NYPA in connection with the Project. Accordingly, Poseidon is initiating an open solicitation process starting today, July 20, 2017. As of this date, interested parties can access the Poseidon Transmission Project’s website, (www.poseidon-project.com), execute and return a non-disclosure agreement, and will be able to access a more in-depth summary of the Project and a complete description of this open solicitation. The Company will retain a consultant to assist it in objectively evaluating potential generation supplier responses. Entities interested in participating with Poseidon on the RFP response must submit responses to this open solicitation before 5pm on July 28, 2017 to cbruno@anbaric.com. Poseidon will objectively evaluate responses, and all responses must provide the following information: (a) Respondent’s investment grade credit according to generally accepted principles in the financial community, or equivalent means of securing credit support; (b) respondent’s ability to commit to supply obligations for 20 years; and (c) respondent’s ability to submit one or more existing or new renewable energy projects in excess of 75 MW of nameplate capacity supplying the products and meeting the conditions set forth in the NYPA RFP including, without limitation, the ability to provide firm pricing for the period required in the RFP.

Questions regarding the open solicitation process must be submitted in writing to cbruno@anbaric.com and responses to questions will be posted on the Project’s website as soon as practicable. Additional information may be posted on that same website until the date responses are due.

Project Overview

The 78-mile Poseidon line begins in South Brunswick, New Jersey and connects to Long Island at the Ruland Road substation in Melville. This high-voltage direct current line will be buried underground or underwater over its entire route – leaving no impact on the surrounding environment. The project will help deliver affordable renewable energy to the heart of Long Island’s transmission and distribution network.
